The layout would be impossible. GT6 doesn't have the physics support to allow cars to drive upside down.
EDIT: Data was also in GT5, just a lot less detailed. I would imagine that PDI will heavily edit the tunnel system to make upside down driving unachievable

I think that's what's preventing Polyphony from releasing it.

Or modify the way it overall looks. I'd assume making it look like a half pipe. That would still be cool.
