True, but the point remains the same. There should be clear indications as to which was struggling if indeed it turns out to be a single engine failure.
It seems like this should be easy, but to most pilots in the world this emergency happens less than once in their entire flying career. It's not easy. It's even less easy in an area of the world which probably has lax training standards than more established airspace systems.
 
A report by Taiwan's Aviation Safety Council has concluded the pilot error was to blame for the crash. BBC
