This is true, but the quote from Yamauchi is that the scale was off in certain places, which implies that its not the scale of the whole track. If the willpower was there I don't believe it's a problem PD can't fix within a year given the resources at their disposal.
In any case, with $50m from Sony for each game they release, I think their track output rate is extremely underwhelming.
I don't think tracks like Deep Forest, Trial Mountain, or Grand Valley were ready to port to GTS. They didn't appear to have much adjustments from their PS2 counterparts between GT4 and GT5, maybe some minor upgrades to texture resolution in some areas at most. I think they're rebuilding a lot of the classics from scratch, and that's more the reason for the holdup.

Apart from that they have to update the tracks' scenery and ambience to match the game's more modern setting which also adds to the difficulty of having to rebuild them.
It seems that what PD wants us to believe is that the track maker is a thing of the past.The track creator was a thing as well. If we get the original tracks, we get them. If we don't, we don't.
According to Kaz he's even saying that if Polyphony would bring back the classic tracks (e.g. Deep Forest Raceway, Grand Valley, etc.) they'd even have to rebuild ALL road surfaces.If you compare the differences between Route X's scenery in GT5/6 to GTS there isn't a lot of difference. They added an airport and additional airplane props, updated trackside marshal and other items, and it looks like they put more detail into more distant scenery, but pretty much everything else is identical. It looks much more like a port.
Obviously there was required work to make it GTS-ready but it's far less than rebuilding it from scratch.

how long does it take to build a track? according to PD it seems it takes longer than to build a new road in the real life

The track creator feature generated half decent tracks in literally minutes. I find it extraordinarily hard to believe two years.

Well Mario Andretti's Hudson is a Commodore while Doc Hudson is technically a Hornet.
