Did you ever see the film "Lord of War".

The last part of the film states something like:

The worlds biggest arms suppliers are the U.S. U.K. Russia France and China.
They are also the five permanent members of the U.N. security council.


So yes the US has a balance between ethical decisions and economical decisions. Sometimes they will get it wrong.
