A potential buyer here. Despite the mixed reactions I welcome the inclusion of an offline mode. However, I am still wondering whether, to save progress while playing the Gt league events, internet is also required.

Yes it will be necessary to have a network connection to save progress.

Yes, pathetic.
I was without Internet for the past 3 days so I decided to see what it was like.
Constant notifications that you aren't online even with network switched off in ps4 settings.
Any progress or even credits you earn do not save, even photos you take don't save.

Polyphony Digitals decisions just get more and more mind boggling with each game.

yeh I've experienced the game without internet and it was frustrating that it kept trying to save and taking ages about it too.

It is possible to create a wifi hotspot with your mobile phone or ipad and connect the ps4 to it - just for doing the saves in an emergency.

Yes it's not their best idea. Given that there was another certain game (NFS) that had to be online all the time too, at lease they were smart enough and went back to where you didn't but I don't think PD learned that.

It is a real shame that this is the case, I guess for ME (good if it works for you) PD made the wrong decision and will not get my money this time.

Don’t miss this awesome game just because it needs to save information on the cloud! I really don’t understand all the negativity about this. Only had one session not saved because of it. Not a big deal. And the online racing is something to experience. It’s just plain awesome!!

Servers are down as we speak and have been down since yesterday. Can't save progress, can't access custom decals for liveries, and can't view photos or Replays. I'm sure they did this to prevent performance mods like in past iterations, but there should have been an alternative that worked in conjunction with offline saving for that.

Is it exclusive to the US then? (East coast).

It wasn't just an US outage, it was a worldwide issue. Europe seemed to be less affected by it than other parts but it was worldwide.

I simply do not understand the reason for not allowing offline saves. I understand they might be trying to stop people from creating modded saves as done in other games but there are ways to stop that from happening, like automatically checking the integrity of the save by creating a checksum system which compares the offline save with the last online save and once verified updating the online status. For further discouragement of hacking they could also just permanently ban any accounts which are found to have tampered with their offline save file, easy and far more convenient than expecting everyone to have internet connection everytime they choose to play.

While I usually don't have any issues with the online-only saving, and I understand that preventing exploitation of save files is important, I have to agree with you here because there are other games (perfect example: Injustice 2) that do exactly what you said. Injustice 2 does it just like that and it works great to prevent cheating.
