The more I think about and I believe you can simply have 500 + tickets(cars) in your del. truck
as long as you manage your gears and paints. Just like OP suggest.

I'm going to delete so much stuff now. Who needs white paint? Who needs black paint? Who needs 5 x the same museum card?

Who needs 5 x the same museum card?

The idea behind the museum cards was to encourage social trading, as it would likely take years to get all ~1,500 cards by just receiving the random daily cards, based on the laws of probability.

That said, you don't have to worry about having multiple museum cards as they do not count towards any limit, nor does having multiple cards increase your game save - which is very likely why you can't delete museum cards as there is no value in doing so, but you can delete items and cars that count towards your limit.
