Currently I’m not sure. But Stutz was revived in the 1960’s and was around until the 1990’s. Obviously there are ways to license defunct car brands in games.Does anyone even own the rights to some of these cars, like Stutz? They've been defunct for over 80 years.

Hudson was in GT6. Hudson was part of AMC which was purchased by Chrysler. Same goes with brands like Plymouth.
The 1952 Cunningham C4R that won the GT Pebble Beach award obviously is from a defunct brand but is supposedly coming to a Gran Turismo game. I’m not sure who owns the rights to Cunningham.

He likely is confusing it with the old Panoz Esperante GT2 racer from the mid 2000s. They're very similar cars in terms of outward appearancesI'm missing something.
