I'd say the Triads cause they always go after you in large numbers for no reason. The purple nines usually don't do anything unless you do something to them(steal one of thier XLs and they are chasing you like mad). The Mafia is a pain at times, but I've only been blown up in my car 5 times or so...the cartel always shoot at me also.

to get the FBI car i had to get 5 stars... the easiest was to do this is to get on a roof and blow stuff up. I made the mistake of doing this on top of Sex Club 7. I got in the car and drove like two feet and got blown up by the stupid mafia. To actually get the car without stars you have to kill all four guys in the car. This is very, very hard.

i'd have to say the triads are the worst. they're really annoying, they have crappy cars, etc.
i never have to do missions in mafia terrirtory after salvatore is dead, so they don't bother me, but i have alot of mafia missions with the annoying triads.
the most useless gang is probably the red jacks/southside hoods/purple nines. you think on the third island you'd have actual missions, but no, you have these small time punks with crappy cars who can't tell eachother apart.
