If Vettel did that at a much higher speed, then it'd be a problem, but at that low speed, seriously, I don't see a problem, especially when no one sustained damage.

The point isn't what speed it happened at or what damage was caused. If someone can't keep their emotions in check to the extent they'll start aiming their car at other cars, they have no place on the track imo.
