Because some stupid rule that says all classes have to have time to pit if they want to or something like that. I'm still not sure really

Update: Right rear wheel was broken on the #4, car is out of tow which is causing the braking problem. Most likely caused by the hit from the #69.

Edit: Raining across infield.
