So RLM (IMSA Radio) said they've been investigating the 29 for a couple hours before making the call. Land is saying it's the refueling rig that lead to the penalty.

They are not meeting the minimum fueling time with the rig because their rig is filling the car faster than the 40 second minimum. So I'm not sure if it's sandbagging or a mistake with their fuel rig setup.
