Yup, I’m having the same issue. I have a PS4 Pro and a Sony X93E 4K TV.

Currently playing on PS4 Pro & LG OLED 4K and getting full 4K and HDR. Not had any issues. Depending on your TV some have to enable specific settings to allow HDR to come through and also some are gettings issues with HDCP 2.2.
If your TV can’t accept this you can force 1.4 but beware Bluray won’t then play unless set back. Just google how to force it.

I believe it is a communication / understanding problem, there is not option within the game to select 4K, it automatically picks up what output you have the PS4 set to.
The menu option in game is only relevant if you have the PS4 pro set to output 1080p!
If you see 2k in the menu options and can’t alter it, it is because the game is actually doing the 4K thing. The confusion is because the game does not actually tell you this

Hey guys I found a way to Prioritize frame rate on ps4 pro in 4k Mode
step 1: start your ps4 pro in 1080p and boot GT sport, Once in the game go to Settings and display settings and select Prioritize frame rate,
step 2: host a online lobby race, one in your lobby press your ps button to bring u back to your ps4, now go to Display settings and Put is as 2160-yuv420 the screen we restart and the game will close,
step 3: reboot GT sport you will see in your Display Settings that prioritize frame it will be selected but you can change it,
And if u rerun the Configurator you will see you’re in 4k mode with Prioritize frame rate
and now you can in joy 1800p and almost 60fps replay
