When I visited the race a few years ago, it started a 4pm because the local/national? elections were on the same day, but historically hasn't it's always been 3pm?

Sounds like a good one this year. 2011 was alright but 2010 was super tense and brilliant with Peugeot slowly dying off and Audi winning. The thought of Audi losing kept me up to see the whole thing. Watching makes me wonder how any person would find NASCAR interesting (no offense if you love NASCAR).
