Im thinking that I should change the hit rule to a the cops must syop the vehicle rule

With this bunch of rules for cops you'll have hard times with random people. And the host needs to keep being active and watch new people who join to 'filter out' those that just come in to race, ram etc.
SuperStreet is a decent host but the guy who hosted yesterday on Tokyo R246 was didn't care so the lobby ended up with dozens of random speeders and went out of control.
