Alaska earthquake prompts tsunami warning

So, on CBC radio right now, they're having a talk about whether or not Canada/BC's disaster warning system is up to snuff, as some people feel they didn't get enough or any alert - some claiming that they found out from friends on twitter and FB.

I missed the name of the guests...but the very first thing the first guest proposed was along the lines of, "maybe some sort of system connected to people's cell phones. Even if the phone is OFF, the warning system would over ride the phone and turn it ON."

...ok, I see the good intentions there, buuut, how about noooo. The government wants to be able to turn my phone on and off, all in the name of my safety....thanks but no thanks.

And this was for a Tsunami that, on this same radio show, they're saying was "a few CENTIMETERS"...how do you even measure that in an ocean that has 10ft swells and tides????

Presumably very carefully. This may provide some clues, though I'm unaware of how easily temporary minor changes can be accounted for.
