anyone here is good with gif editing?

I got this very nice rotating gif of an Integra Type-R and i want to make a new avatar out of it, but it's too big, and i don't have anything to redimension it... is there any good program to do so, or could someone do it for me?

I don't want to steal the thunder of the other image guys out there, and I'm not very talented, and it's not my specialty, but I had a couple minutes on my hands, and I spotted it as being a resize job, so I went ahead and did it.
