It turns out my upgrading of the drivers isn't what fixed the lack of spray effects, it was restarting AC that did the trick.
I use the "real conditions" setting in CM for my weather, and with the latest CSP it seems to turn itself off. On first use, you get the proper weather conditions, but at some point in the future it just stops working. If you hover your mouse over the temp slider to get the box that displays the current settings, it will say "no data" or something like that... funny thing is, at that point when you enter the sim you get the correct weather, rain drops on the windshield etc., but no spray. Stopping CM and restarting seems to revert it back to proper functioning, at least for a time...
