haha, those are just cooling guns that are used to cool everything down so they can work on it. You'll see the guys with them in hand when the cars come in to get pulled into the garage and they'll start blowing the wheels asap.

In this case they made a mount for them.

The brakes come in to the pits VERY hot and are no longer being cooled by the air flowing over them.
Without manual cooling the heat transfers to the rims and tires (this is called heat soak) and everything starts getting a bit too hot.

Aha, of course. It just looked odd with the mount but now you've said that I can see they're those slightly fancy leaf blowers.

Not yet it hasn't, there is currently a debate whether is it/isn't illegal. Clearly Caterham think its legal and Williams think theirs is legal.
Charlie Whiting has said he think it isn't, but potentially we might not find out till the stewards look at it and judge by the wording of the rules at Melbourne.

Wrong sir, look at the date of the article I have posted, it also falls in line with what BBC, F1Fanatic and other websites confirmed on the day I posted my original. So yes they are deemed illegal and banned.

Though both teams may think it is legal, doesn't mean it is nor will it be overturned by the FIA. Every team thinks their "illegal iteam" is legal before it is banned.
