And I'm quite late to enter, as I always am. 
And here's my attempt. I spent quite a lot of time editing this, 2 and 1/2 hours. So I'd appreciate if people clicked for the full size, since most the corrections aren't viewable in the 500x281.
And sorry about the washed out sky, but it was necessary to get rid of all those artifacts. And I tried to insert a real vanity license plate into it, but I couldn't make it look good in GIMP. So you'll have to visualize it instead.
And about the clean-up work, I have the original here if anyone wants to compare.
