Look at what I posted. Hell, click on the clock on your computer, I live in the US of A and my windows clock defaults to having Sunday as the first day of the week.
Just because school days start on Monday doesn't mean the week does in the rest of the world.

According to the Hebrew calendars, traditional Christian calendars and the Islamic calendar, Sunday is literally the "first day" of the week. According to international standard ISO 8601 Sunday is the seventh and last day of the week.
Sunday is a day of rest in many countries of the world, part of 'the weekend'. In most Muslim countries, and Israel, Sunday is a working day.

If the Tuesday rumors are true, I would probably wait until Wednesday to sign in because of the huge number of people signing in. I would just download and install the firmware update via USB. This applies to any day PSN is back up anyway.

Its also a total distraction from the point that the week can be considered to start on either a Sunday or a Monday, given that the statement that they hope to have things running (to a degree) this week could be considered to mean the week running 1st to 7th May.
Given when the press conference was held (the 1st) its also the most likely (see Occam's Razor).
Feel free to disagree (subject to the AUP) but in the end I'm a lot less likely to end up angry and disappointed as a result of my interpretation of 'this week'.
