Regarding Restarts, here is what Virtual Motorsports have been doing for a number of years:
Looking at last night's race, #3 and #4 clearly happened.
Also of note, once 1 racing lap has been completed, VM never restart races. (unless in the case of #1)

Based on last night's race, it would not have been restarted by these rules.
As there were currently no guidelines in the FGTA rulebook about race restarts, I feel that it was right to carry on as planned rather than make rules up on the spot.
I do agree however that this is something that needs to be looked at for your next series.
My recommendation:
A restart can only occur if the following happens:
- - The room has been setup incorrectly
- - A driver lags out within the opening racing lap.
- - Racing collision involving 4 or more cars within the opening racing lap
- - Large lag related crash within the opening racing lap
- - Damage occured on the pace lap

Race Restarts
Race restarts are uncommon. A race will only be restarted if:
a) in a lobby of 11 or more drivers, 4 or more of the participants disconnect.
b) in a lobby of 10 or less drivers, 3 or more of the participants disconnect.
The disconnects must be en-masse and be due to lobby/internet/connection error, and this must happen within the early stages of the race (ie, the first 3 laps whilst the field is settling down in an average-length 20-30 minute race). A general lobby glitch which has the possibility of ruining everyone's race are also grounds for a restart. One or two people dropping out of the race due to their connection will not result in a restart, and a restart will not happen after the first few laps.
If you disconnect from the main lobby but still continue to race alone in your own lobby (what we know as a DimensioN Flip), you can still be entered back into the race results if you finish your race and take a photograph of your finishing time for proof. Your time will likely be subject to a time penalty, however, to compensate for the lack of having to battle anyone on-track.
Races will not be restarted due to first-lap crash-fests, including messing up rolling starts.

- Take a set of guidelines above and use them.
- Have a "codeword" for the lobby chat that drivers can use to indicate a racing incident. ("lag crash", only drivers affected would post, if there are enough "lag crash" messages, the host would then say "restart, quit out now")
- Keep it objective, if there is ambiguity then don't restart the race. Only have a restart if it is clear that 4+ drivers are invovled, all of the involved drivers have posted a "lag crash" message, and the host has acknowledged this by posting "restart, quit now".
