From the blog article:

To get you started on your winter adventures, we present four reward cars (three new to Horizon) during the four entirely wintry weeks of Horizon Holidays Mix-up, all with four doors and room for a ton of presents.

Have I missed something, which of these can be considered as not new to Horizon?

The article also mentioned initially (don't know if it was changed since) that the CTS-V was perfect for the city with a 2-litre turbocharged engine. I suspect they swapped a car last minute like they did with the Hot Wheels expansion, and not every reference in the article was caught.

As for cars with four doors, a 2.0 turbo, and that have appeared in Horizon previously, maybe the 2013 Focus ST was the one? Who knows.
 
The Flying Spur that's depicted in the upcoming update looks kind of like the Mulliner model trim. The Speed variant has more aggressive wheels and lacks the hood ornament.

I think that makes sense. Someone must have realized they had a cool Super Saloon update all ready to go and decided the Focus, or whatever they went with before that, would have broken the flow too much, hence they did a Taycan Cross Turbo and went with the CTS-V Wagon so as to make modeling at least a little bit easier.

You might have to remind me, though--did they actually swap a car out of the Hot Wheels expansion? What was it?

The MC20/Pininfarina Battista swap I believe.

The MC20/Pininfarina Battista swap I believe.
It was actually the Italdesign DaVinci that was replaced by the Schuppan 962 for the HW expansion.

While the MC20 was replaced with the Battista in FM during an Italian update of sorts.
