You can't copyright a layout anyways. I'm a graphic design student, and for a lot of our assignments we're told to follow layouts or use certain design elements from other works and make them our own.
So I could have the EXACT same layout as someone, but the content is different, and therefore, it makes it mine. If someone used a picture or something without permission to use for work that is going to be used for clientel, and if that's copyrighted, that's when you can get into trouble.
Sure, it's nice to see people come up with more creative ideas, but as it was said before, it's all in good fun.
But the way I look at it, if I make a layout that is good, and someone uses my layout or idea, it actually makes me feel good because I'd be an inspiration for the person in a sense.
