They would have decided what system to make GT6 for 3 years ago at least. As much as I think PD are lazy with some of their design choices, I don't think they've been sitting around doing nothing all these years.
There are a few possible scenarios I can see.
1) They are polishing up GT6 for PS3, having been working on it since GT5's release.
2) They are actually working on GT Vita.
3) GT Vita is a port of GT6 on PS3, so they effectively would have to work on a game with two systems in mind.
4) They were working on a GT6 for PS3, but decided to abandon it as soon as they received the PS4 devkits, so they could work on a PS4 GT6 instead, throwing away a crap load of valuable time and money in the process.
Option 4 doesn't seem that realistic to me. Option 1 makes the most sense to me; sell what you've been working on for three years and then focus on GT7 for the PS4 after. Options 2 and 3 are hilarious, but strangely possible.
