Made an attempt to downsize the hud to make it less busy looking, but probably is still busy looking to some people.

Overall I don't find it busy or filling too much of the screen but the speedo feels a little busy, with a lot going on. I suppose that could all be optional though, if people want all that info have it on, others can turn trip, speed record etc off.

One question though, what is the purpose of the sun icon? Is it the current weather, or the forecast? Because it seems redundant if it's the current.

As for the size what program are you using? Can you not you start with a 1920x1080 board?

I did intend for the speedo to be modular for the players, I'll have to find the picture I did to demonstrate the concept.

I can start with a 1920 x 1080 board on illustrator, but for some reason it reduces the quality of the overall image when I adjust the screen shot to fit it within the canvas.

I'm very average at using Illustrator so not sure directly what the issue is but why not resize the image elsewhere, so you're bringing in the BG already at 1920x1080?
 
The display on the bottom right is too busy. Move the tach closer to the middle bottom and it'd look cleaner.
 
In terms of the HUD? Do you mind clarifying a bit?
When you're resizing things, you use the transform tool right? Now do you scale things down in the tool and think they look crap or do you size them down, confirm it then find it looks like crap?

I downsized the image by a bit, and then keep the changes.

It would look fine initially, but after resizing, it would end up looking blurry, losing a lot of the sharpness it originally had.

So I take it it's not a vector graphic?

It might be worth learning how to make those (mainly the damn pen tool!) for scalable objects on your art board.
