See I remember the initial problem in the closed beta being that contact penalties were nearly nonexistent. You'd pretty much have to have a collision with a speed difference of 30-50 mph for any red marks, so all the real hits came from off track infractions. I still felt like it was effective during the short period that algorithm was active - it seemed people were made so cautious of track boundaries that they'd actually back off from overtaking and aggressive maneuvers in fear of making a mistake and damaging their SR.
The change they made put all the penalties on contact, and I believe none whatsoever on off track/track cuts. I don't necessarily think that's bad, but I absol do think that both infractions should count as a penalty to your SR. Taking shortcuts isn't fair and rarely is it safe, which is the while point of the rating - to display how fair and safely you drive.
I get the argument that it seems easy to be abused (getting rammed off track, taking a penalty for contact and off track respectively, offender only gets the single contact penalty), but in the grand scheme of things the dirty drivers will be hitting multiple players in a race, and will take in a higher net penalty per race vs. the clean drivers. It really is a manner of patience and evasive driving, eventually the ratings get balanced properly and you get matched with the right kinds of drivers. That's how it went in the closed beta.
