GT6 will have 1200 cars at December 6th. Later on, via DLC or software updates, there will be some more tracks and cars added. If there's no internet there won't be update, it's obvious.

Considering the different date shows up on the .fr site, not the .eu, and said date is in an image (which, obviously, won't be translated by Chrome's built-in option), you're only entirely missing the point, then.

Love this line and it should but to rest the Liverly talk in gt6 now
(As for car customisation, more will be revealed at this years Tokyo Game Show but Yamauchi warned us to temper expectations as a full set of liveries probably wont make it into Gran Turismo 6.)

Vision GT - I am very excited over this collaboration, and I can't wait to see what the industries best have come up with.
Night/Weather - I am slightly disappointed that all of the tracks won't be featuring the variables, but the more the merrier, I say.
Course maker - 100km by 100km? That is absolutely staggering and should be a meta game all itself.
GT Movie - Bring it on because of this -- “I think the movie will start with something like a mom worried about his son who is always playing videogames, with the movie ending with him as a full-fledged world famous racing car driver,” Yamauchi said.
Customization - Don't need a full livery system, but I will be ecstatic if I can make my cars look like a Race Mod.

For those of you who are looking to get the Standard Edition of GT6, but are a completest like myself (and want to buy all the cars as soon as possible) here's a breakdown of the value of the cars for each pack. They are all pretty close to the same value, so maybe go with your favorite pack
