I have Surround going through a receiver. It's a Yamaha Aventage RX-A880 (nice), and TV is a TCL 55R635 (kinda ok, kinda crap).
HDMI from PS5, then eARC for sound back to receiver. I use earbuds for VR but I still want sound for my bass shaker which I get from the subwoofer line out on receiver.
My problem is dealing with sound lag and low sub level when using VR with the VR earbuds. When I turn off VR headset the volume is louder on receiver, it's always been like that. I use the DTS preset in sound options in PS5, it has the least amount of audio latency with my setup. Linear PCM used to be the best, but after an update, DTS works best for me. Atmos sounds great but there's a terrible sound delay so I never use it.
And I don't know if you can turn off all audio to earbuds and still have normal audio sound through receiver, never tried it because I use the ear buds.
Some games won't allow any sound other than VR earbuds when they are on so GT7 is good in that way at least.
But if I want to I can take out my earbuds and crank the surround sound up and I can play like that, with little sound delay, but I have to turn up the volume more on the receiver. For my bass shakers and VR I crank the subwoofer level output to +6db, and crank gain knob on my bass shaker amp and it works.
Try turning off VR earbuds if possible, that might fix your problem, but not sure if possible.
