From what I've seen, the upgrade price is roughly $450k. As for mods, there isn't much new with it, but I do like some of the liveries. I'm on the fence about it. Might not get it straight away, but maybe sometime down the road.

They're probably stalling until the next update. Keeping a consistent flow of content encourages people to play the game.

If not for the fact that my friends play this game al the time, I would have quit a long time ago. I already have the platinum trophy on last gen (will go for it on current when I get a PS4), and most of the time I play, I wind up doing nothing anyway. The community of GTA is ass especially on last gen which requires either a modded account or a jailbroken PS3 to not die in a public lobby, and minus the modded accounts, it seems to suck based off of what my friends with 4s say. Trash talk everywhere, nobody cares to help anyone anymore, and people spend more time bitching and moaning when people do something other than what they want to do. So glad I haven't played this game in a couple days (streak will continue). I'm finally able to enjoy myself without having to log in to see a soap opera every night.

Off topic slightly here: You have probably all seen the leaked 'RDR2' map but if you look at the legend there seems to be an icon for robberies (possibly based of GTAV Heists). Since R* games share features it may be possible that the GTA team have been working on that game leaving V a bit starved of attention from the devs. Perhaps they have finished additional heists for V and are awaiting release. Long shot but just thinking aloud (on paper, or text rather).

What would really be the BLEEP is R* making heists and robberies non-stagnant and variable, like in PAYDAY 2.

R* is really trying too hard to get us to buy stuff... I'd buy the Sabre even if it wasn't the fastest because I simply like it, but that's not the point here. The point is that they give their new, absurdly overpriced lowriders such advantages that they can be considered gamebreaking, so every single squeaker immediately rushes to Benny's to upgrade. And what if they don't have the money?
