RFLX will take ownership of a team. He's a natural leader, and really enjoys helping other drivers to improve. He can pick almost any driver he wants to drive for him, as his driving and tuning ability would be enticing to basically everyone.
Joe will not take ownership of a team. He races in a lot of different series, and needs more time to focus on practice and tuning, and less time lining up drivers for his cars. As a free agent driver, Joe could sign with any owner he wanted, as no owner would reasonably turn him away.
Knelly will more than likely take ownership of a team, as I think he really misses that leadership role. He should, it suits him well. The only way Knelly turns down being a team owner is if it's because he's driving for RFLX or Joe. I think you can already eliminate one of those two possibilities if you read the paragraph above this one.
Mule will almost certainly take ownership of a team. He enjoys running his own team. If he can grab one of the top 3 teams (HMS/JGR/FR), he can get a third team car to partner with, which should have him even more excited about his chances for next season. I fully expect that his teams will be very strong on road courses, as I think he will lean towards hiring stronger road course drivers (Litchi/Carb/Tom/Matty).
With Tom, I have no idea. He could own a 2-car team if he wants to, but I have no idea if he would rather be the #1 driver on a small team, or drive for one of the top drivers from this season. He really is the wild card in all of this. If he takes a team, the draft will be over by pick 10 at the absolute latest. If he passes, it could go as far as 12, where I think RedPartyHat will definitely end the draft.
