I had the same issue with @PASM 's old DFP it was always braking about 5%. However instead of opening up (im very hessitant doing these sort of things to stuff of others) I used the bungeecord mod. Basically you stap a bungeecord to the padle which makes sure the brakes arent applied in rest but also gives a nice progressive brakepaddle (I think bart quite liked the mod to the pedals. However you need to find a way of balancing them. In my case my slippers did the job. I know it's an macguyver approach but maybe it can be a cheap/easy fix till you get something new.
