I recommend that you restore your phone back to factory settings and see if that fixes your problem. It sounds like the software is hanging for whatever reason when it is waking up from sleep.

When you restore your phone though, just make sure you have all your contacts, photos, music and data synced, as restoring it will erase everything. You'll then have to sync that stuff back onto your phone afterwards.

If that still doesn't fix it, go to an Apple Store and have them replace it.

Sorry for the bump, but I got an iPhone 5C not long ago and since I bought it, it's had an unresponsive screen problem about 4 times (it's only like 2 months old). Sometimes (usually it seems to be after a text has come through) when I click the unlock/home button to wake the phone up, then try slide my finger on the screen, nothing happens, the screen is just completely unresponsive, and I have to restart the phone. Is there anything I can do, or is it just one of those things?
It doesn't happen that often but as I said about 4 times in 2 months.

I had this so many times when I ran the iOs6 beta on my iPhone 5, drove me crazy! Nothing you can do really, except holding the Home and the standby button. After the beta was over and the official release was out, it was even worse. It drained my battery and still had the lock screen problem you are experiencing now. I threw my iPhone against the wall some a year ago, now a happy HTC owner :)

Oh man the relieve after I did this!!

Ah damn, at least it's not just mine... if it was like that on iOS6, I'd have thought they could have managed to fix it by iOS7... it's rather annoying, but I'll try and hold myself back from throwing it against a wall, since it was pretty expensive. Though I can only imagine how good it must have felt for you...
