No, any finalist who made it to the last round (Silverstone) can never participate again..

They always want new finalists, otherwise it would (most likely) just be the runner-up from the previous finalists that would get picked and it would ruin the point of the competition.

Besides, some of the finalists find their way into professional racing after GT Academy.

How would it ruin the point? They want fast drivers so they'll get fast drivers. It might make it more boring from a television standpoint, but that's all.
