So as far as rewards go, I did some quick leg work.
The Silvia and Integra are the two RM-able cars available under 30k. If I bumped the budget up to 35,000k or 37,500k a few more would be included. I wasn't intending for RM to be part of the series but it might work.
Lets take the Silvia as an example...
RM: 125,500
Items included in RM if purchases separately...
Wing: 1000
Full Weight Reduction: 43,000
Clutch: 2,500
Flywheel: 1,500
Suspension: 15,000
Transmission: 20,000
Drive Shaft: 4,500
Race Exhaust: 10,000
Total: 97,000
*However I believe the RM gives you slightly more HP and a lower weight...and you get front areo which I don't think you can get w/o the RM. I would have to build up both cars to judge whether the RM is worth the extra cost. But regardless, you'd have to save your winnings from 3 races to perform the RM...at which point the season is half over. But if you can dominate at the end of the season it might be a viable strategy.
BTW, purchasing all parts separately yields the following budget for the Silvia...
Wing: 1000
Full Weight Reduction: 43,000
Clutch: 2,500
