Real car:
View attachment 204397
The plate says "X17 HMC" which is probably made from Korea.

That's a UK plate:
X
(year 2000)
17 (a prestigious low number)
Hyundai
Motor
Corporation
Hyundai's rally team in those days was run by UK-based Motorsports Developments.

Even though this car has plates, PD has altered them slightly from the real thing.
Cologne-based TTE used K-AM prefixes in 1995, and the 205 suffix is fictional, probably chosen by PD because the car is an ST205.

I don't think not including the licence plates on a car really constitutes the car being modeled incorrectly. The only car I can think of where they did was the Ruf CTR.

Why RUF CTR is incorrectly modeled? Any proofs?

I would disagree on the rally cars, because they run license plates during events, and as such they are part of the livery so to speak.

This is very strange, don't you think? In some rally cars, when we go to dealership, Subaru rally cars plate never have numbers on plate (except the 2008 WRC version) and the Toyota Corolla Rally Car has an number plate censoured (blocked by bar codes).

Ford Focus RS 2002 is wrong since Gran Turismo Concept ..then 4 then 5 then 6 :)
It has wrong weight..in game it only weights 1060 kg ,real life is more than 1280

As someone has mentioned before: often these numbers are returned to the general pool, and as such are riding around on someone's personal car these days. This is especially true of the UK plates, which were usually low-number issues, often with the initials of the rally team or car manufacturer. They were no doubt auctioned off for a profit down the line.

In addition, the FIA started cracking down on WRC licensing with the beginning of the exclusive WRC games, and the removal/blurring of the driver names is related to this.

Lotus Elise '00 and Lotus Elise Type 72 '01

Should have 142 hp according to Car Info, but only have 120 hp in Garage.

Lotus Elise 111S '03

Should have 155 hp, only has 153 hp in Garage.

In real life, the ZZS's motor is Fuel-Injected.
Do you have a source? Because I've checked several credible sites that claim four Keihin carbs.
I even found a picture:

With regards to the licensing with the Toyota TS030 being patched, I wonder if it is just WEC related. I looked on the Sauber C9 earlier, and that car clearly has all correct FIA / ACO logos and category labels as well - look from the top of the car, outside the door.

He's saying that the car acts like a FF car even though it's labeled as AWD until you install the VCD. It's something that has dogged the car all the way since GT3.
This is correct. The TT uses the same Haldex system as the 1st generation S3 (on the S3 it's modelled correctly).

Anyway, VCD set to 50:50 is probably the best fix for it.

All of the chevy nascars have incorrect modeling on the rear bumper. There are two chevy bowties, right on top of each other. One is just an outline in the body color, and the other does not seem to have any depth. Secondly, the roof camera on the car is strangely embedded in the back bumper.

Could you make an comparison, please?

Some, but not all, Chevrolet NASCAR Race cars do indeed have the double bowtie and camera on the rear bumber/deck lid. Take a look at this pic:

It's all just a matter of PD modeling this specific variant.

2000 chevrolet camaro ss is incorrectly modeled in more ways than one. Also it shows in the dealership to have 250 or so pound feet of torque then in garage it shows a more accurate 350 pound feet of torque.
