I think the only cars which are worth resetting the ticket 1000 over and over again are the cars you can't get from any other ticket and which are not prize cars either. I also think those cars are the rarest cars if you have them with 0 miles/km and 0 changes, but that is just my personal opinion. However some of those cars are or were already available with 0 miles/km and 0 changes at the OCD. Here is a list:

First of all, I would like to thank you so much for the OP; I can only imagine how much work you put into this and I constantly refer back to it when trying to fill my garage.
As for the post I quoted above, I was actually relieved that you posted this list, because I was compiling a list myself and you confirmed all my findings. Such a bummer that the only way to get these by using tickets is through the Ticket 1000, especially since the only ones that can be traded are the Hondas, Mazda Atenza Touring Car, Mazda Mazda6 Touring Car, and Subaru IMPREZA Super Touring Car.
Finally, just curious about a possible addition to the list of cars you can't get from a ticket: the HPA Motorsports Stage II R32. I know that it is a prize car, but it is a standard car that doesn't have a year and I'm not sure of it's level. Either way, I think that it would be valuable to add the list of standard cars that cannot be obtained through tickets (other than the Ticket 1000). This may be an alternative to attempting to explain all the cars that can be obtained with that ticket.
