Mandatory tires in sport out of hand

Why would I do a pit stop on a short track with mandatory RH and only 10 laps? No sense, so I take a hit on that one to the driver rating. Then, switch to C and its 14 laps on Deep Forest Reverse. It says mandatory tire types RH and RM, then I see min. No of pit stops = None. So I run all 14 on hards, come in 1st and get penalized again for not pitting and end up 10th. Another hit to the DR, how do I have to pit but the min number of stops required is none? GT7, please find a way to clarify this mess so it is clear what you want!!! Stop playin' with my emotions Smokey!

You got penalised for not using the mediums as well as the hards, which you already noted was mandatory:
It says mandatory tire types RH and RM
Mandatory pit stops are something different, and don't require a tyre type change.
 
GT7, please find a way to clarify this mess so it is clear what you want!
It is clear:
1. no pit mandatory
2. using RM and RH mandatory
this is not excluding either, it is seperate sets of regulation - it could well be the other way.
If you think 2. wouldnt be necessary because of 1. then 2. wouldnt need be mentioned at all and there simply would be noted
"allowed tyres: RH RM"

1. any number greater 0 of pit stop mandatory
2. no tyre mandatory
In this case you would need to through the pits without making any change.
 
Start the race with RM on the front and RH on the back, obviously. :P
