Appears to me to be a large skybox / mapping area for a location. However doesn't look like any 3D area's on it.

These might be the custom track templates, they give you this and it's your job to layout the course itself.

Have you found anything else with the update? Also is that then the texture map (sometimes visible from the track when it glitches and becomes see through) ?

Of all locations, Toscana seems logical to me. It was also the largest location in GT6, easy to create tracks of nearly 7 miles there.

This may mean that we get to edit some of the already in-game tracks themselves, such as GT Arena like is mentioned on the official site. Remember that the usable circuit is known as layout A.

Yep, money's on Toscana being a course maker location again, except expanded.
