Just got connection. Totally stupid random. Had restarted game after hours of fail, and got in on first manual retry.
Which makes it all the more baffling why anyone would do this after how hard SimCity tanked because of always-online features.
It's to help ensure no cheating. If the save is not local, it cannot be tampered with. Sim City isn't a competitive game.

If you don't exit the game, you can save all your progress when the servers is back online and connect back to the servers in the game.
