Come to think of it, BoP and forcing a default setup ought to do enough prevent that - the only thing coming from your save then is that you have the car, and any livery. And if tuning was allowed, for Sport mode races they could easily do a check that everything was within limits before letting you join (or let you join then kick you with a suitable SR/DR loss - ha!).
The big counter to that is if they're still basically using a GT6 save format, with extra bits added. (There's no hint to suggest they are, but it's) possible.
Maybe not. If, for instance, you put the RCZ engine in the Merc GT, the defaults would not necessarily need to change for an advantage to be had. Same with putting the Bugatti drivetrain in the Megane.
In any event, I'm not saying it's absolutely preventing cheating, just that it helps to prevent it.
