Well thne i dont really know, all the tutorials says 2 thing
The first is this one (change registry, delete your sav and the restart your pc)
Or changing your window language at all
The second one is too extreme so im going to try to found something more

Problem with local copies, they do not go with any other languages, actually rather take my time and will instal windows language pack. Thank you for your help anyway. Hope at least this will help.

Edit, now I remeber why haven't made this before, my windows licence do not support a second language...

They're only disabled if your server isn't a community server.

This is a common problem with win 11, you can try to open the cmd without admin permits, or try to open the file directly from a admin session in windows terminal
