Except they are, to the extent that there are ones represented that are purely fictional just so every Opel has an identical Vauxhall equivalent regardless of whether one existed.

Opel

Vauxhall
Vauxhall VXR Astra Sport Hatch 2004
Sadly, the road car line-up I looked is nothing but badge job after badge job.
GT2 and GT3 had the Corsa B.And all I want is a Chevrolet Corsa

If you ask me what Polyphony have done to represent Vauxhall or Opel in their game has been a flat out disgrace. There are so many classic Vauxhall sports cars made which are as iconic to some people as the Ford hatches and saloon sports cars of their era. I'd like to see Vauxhall Carlton 3.0 GSI, Vauxhall Cavaliers from Sri Mk1-Mk3 or after. Like SRi 130's, Cavalier GSi, Cavalier 4x4 Turbo, Vauxhall Calibra 4x4 Turbo. There are so many classic Vauxhalls, Polyphony Digital are a disgrace for not giving Vauxhall and Opel the respect they deserve. Their is also the Opel Mantas which were quick cars. There are also older cars than these early 80's or earlier and Vauxhall made some sweet little hatches and saloons. So many fantastic cars here. Phonypoly much???? Cars from 1.8i to 2.0, 2.5 or over 3.0. Their are some quick Vauxhall Vectras with over 3.0L injection engines and turbo versions. Its such a shame.

So Opel would get the majority of the cars whereas Vauxhall would be limited to cars that were only sold as Vauxhalls (especially the VXR models).
