All the stuff on the Celica is a kit for Safari Rally of Kenya, and yes, are air fliters and aditional lights.

You forgot to say that those things on the rear window are, in fact, the support for the extra spare tire. In the picture, this 2nd spare isn't in place, so, what you see is the support and the chains that hold the tire.
