As per the Tribunal findings, neither Pirelli nor Mercedes had properly followed up on the stipulations required for the test.

And Pirelli sent Mercedes an e-mail containing trackside engineering data. While they contend (and I agree) that this is of limited use, this is fully in violation of the rules.

Docking of championship points would have been too harsh, but I'm not sure that exclusion from the young drivers' test is harsh enough. I'd say the ruling is sort of fair. Sort of.

The Horse Whisperer post about non-punishment for various offenses by other teams is hilarious... considering they also got a non-punishment for the "Team Orders" incident.

Horse Whisperer is a joke all the time, so I can't say I'm surprised. I almost feel they are trying to pull a great satire with it. Still I agree with what you are saying, but I wanted to hear from people who were sure that MGP were outright guilty and doing this to purposely undermine the sport, yet the tribunal doesn't see this test as sinister as some of the people wishing from harsher punishment. What I'm happy with is the FIA saying they share some blame in this, which from the get go I felt (from the info at the time) that the FIA needed to tighten up what the rules said and be more precise. Also I find it funny that Pirelli are still asking the FIA to fix this issue with having too old of cars to test with, thus trying to push the FIA to change the rules to maintain useful tire data that correlates to the season by providing the closest spec car possible.

So Pirelli clearly feel that the FIA still has much to fix to appease the teams and sport in general.
