Yes but kind of how we have been at "hd" textures and "hd" resolutions for years....

Now that consoles have that.... PC's will move on to "uhd" textures and "uhd" resolutions....

Now that devs don't have to waste time getting their software running on ridiculous hardware (cell) since Sony has opted for x86 processing, games can be ported much easier, allowing for more PC development time.

You're not wrong, but I was talking more about how PC games mostly got locked into the same cycle as the current gen consoles, only a few games really required newer hardware because a lot of stuff was designed for the lowest common denominator (360), so while we will benefit from having better hardware, by and large I expect the console hardware will dictate what most games will require in terms of PC hardware. I probably could have said that in a more concise way but it's late.
