I remember a mission in Worlds Scariest Police Chases where you drive an undercover taxi and have to tail some guys before destroying their car.
I got stuck on it so many times. I remember that even GTAIV had it like this. Only game I've played where you can get right behind a tailing car as long as you follow the traffic laws is GTAV.I always loved how dumb missions like this were. I get that there is difficulty in actually emulating NPC reactions to player behavior, but even when I was a little kid playing the first Driver game it always stuck out that the best way that developers could figure out how to be inconspicuous when tailing someone in a driving game (to this day!) was to just never be any closer than 20 yards away from the guy. Even when pulling up at a redlight, leaving 6 car lengths between you and the guy ahead is much less suspicious than following regularly following traffic laws.
