Power Cut Out - Manual Transmission...Redline

I'm brand new to GT...but plenty of years racing (Forza).

I have a question about engine power on Manual Transmissions. It seems like the engine stalls or cuts out when it should be Redlining. It's so ridiculous that at first I thought that it was a sound problem with my speakers. Instead of powering up to the Redline it the car drops out. Is this normal? Am I missing a setting?

(On that note, what are the best Driving Settings for fastest laps).
 
Yeh this is great when you're on Suzuka in a Gr3 car, with BoP on. Like tonight's FIA races. So instead of going full speed and just maxing out at 150 my car porpoises down both straights. Just cuts out and slows down, let off gas pedal, back again, cuts out. What a joke! Using Jag F type BTW.
 
My old Ducati 848 motorbike used to do this. It's redline wasn't a fancy soft-cut redline where it would bounce nicely off the limiter, It has a very abusive hard-cut redline, where it would try and throw you off if you got to it due to it's strong engine braking.

Redlined at 11.5k I think, would stall below 3/3.5k, revs built so quick that only having roughly 7k usable revs meant you were in the limiter a lot.

When I first rode it I thought it was broken. Total engine loss for what felt like ages.
