I'm sure it's possible they built it that way permanently. Basically all you'd have to do is build a bracket that holds the wheel hub at that angle. I'm sure that it's a FWD, since the front has less camber than the rear.

I thought cars generally have a shorter camber limit in the front to accommodate for steering.
