And in response Russia uses tactical nukes. Then what?
According to Russian constitution Crimea isn't anyhow different from Moscow or Saint Petersburg. Crimea was targeted with western missiles for year+

Tactical nukes would be used if foreign army would be treat to Russia as state. Even occupation of relatively big territory wasn't reason for usage of nukes, relax.
 
It wouldn't make much sense to drop nukes on land and people that you intend to conquer and use in the immediate future.

Admittedly, this could be a dangerous assumption to make in these chaotic times, but still.

But if they decide that they can't conquer and use it, they may well act in ways to make sure that nobody else can either. Which would be insane, but entirely on brand for the kind of ridiculous strong man bollocks many governments are leaning hard into these days. If you act like enough of an unhinged aggressive tyrant, other people will give you what you want simply to avoid being on your bad side.
 
The threat of using a nuclear weapon is far more potent than actually using one, primarily because every world leader in a nuke-possessing country is keenly aware that if they push the big red button, they will instantly become a global pariah and even their staunchest allies will turn against them if only to save their own hides from the inevitable response.

But if you keep hovering your finger over that button and going "Oh! Oh, am I gonna push it? Am I gonna do it, eh? Am I really THAT crazy? You suuuuuuure you wanna find out?", you're holding much more power because nobody really does want to find out.

Do you understand that Ukraine and Russia were part of USSR and Ukrainians were in power of USSR for longer? Do you understand that Ukraine and Russia has same economical model? Its as commi as modern Germany, France and North Europe. Usage of Cold War nicknames in current situation is just nonsense.

And it looks like that new doctrine states that "any massive aerial attack on Russia" is now considered a valid reason for a nuclear response, and establishes a joint-enterprise feature wherein a non-nuclear power aided by a nuclear power is seen as a collaborative act and that any attack of this kind - which includes drones, aircraft, and cruise and ballistic missiles - by any member of a "bloc" as an act by the entire bloc, with nuclear responses against other members now deemed appropriate.
