Should license's be manditory for online play?

No, but an online ranking system, along with filters in lobby settings, should allow any host of any race, to limit the skill level of the players that enter his room. If you want anything goes, skip that filter when you set up that lobby. If you want only the top drivers, limit it to them or anything in between.

I might be in the minority but I think the License system is something that should be optional for anyone so that if I choose to run it I can, if not I can skip it. I've slogged through hundreds of them now in GT1-5 and have no desire to sit in front of my custom wheel set up for hours, slogging through boring license tests in cars I'll never drive in the game, and in boring A-Spec races, just to get enough dough to get some cars to go online. Online and tuning is the only reason for me to get the game, the rest of it is pretty much in the way.

There needs to be a way from the beginning for more experienced players to skip all that stuff and go straight online. Perhaps some kind of test like WRS uses with the Merc/Nurb special event stages. Hit a certain time in that test and bang, you can skip all that hours of wasted time and go straight to money making and playing online.

The test itself isn't needed. Even if you're inexperienced, that doesn't mean you want to or need to bother with A-Spec. It should just be an option at the beginning for everyone.
 
Another option would be structured events made by PDI separate from player made lobbies. These structured events could be set up like skill levels 1-5 or whatever. To be in a certain level would have to mean something. Structured events with preset cars, preset start time, and regulations depending on skill level could open up a lot of creative possibilities. Nowadays, GAME MAKERS should make the online experience fun and available to all their customers at all skill levels. Along with an arsenal of filters for player made lobbies.
 
Like I said, something like what GTAcademy did for their lap times would do more than enough for te general community. (Just thinking out loud here) release a GTAcademy like demo again for the gt users and let them run lap times. Maybe some sort of time trial for some tracks and cars in the seasonal events, then port that information towards gt6 and make a class for the lap times that were made. Just more variety of the filtering options in the online menu screen would help out a lot.
